BE fell flat due to the boring leaders, the horrible voice acting, the bland unit design, and the lack of an overall purpose or ideology. Factions at least to some extent should have different architecture, different unique units and their own quests/stories. Transhumanistic ascension options (affinities) from the previous should remain as well as cites on water.
Your childhood nostalgia will never be the same no matter how hard BE 2 devs would try. Besides, most of the players that played BE or would play BE 2 have never played SMAC and they are not interested to do that because of old graphics, etc. I think that SMAC fans really should just stop trying to want BE become SMAC. Instead, they need to learn from Stellaris and Endless Legend + release a game that is FINISHED.
